Abstract
This paper analyzes how the Istanbul Protocol was conceived as an instrument of supreme public international law, even though its express content
is legally recognized as non-binding. This study seeks to explore the Ecuadorian reality and, as a general objective, to observe whether or not it is
being complied with, despite its relevance to our reality. The country's poor security, and the associated repeated mass deaths within the prison
system, are also part of this analysis. A review of bibliography and official documentation was conducted, including statistical information from
the UN and the National System for Comprehensive Care of Adult Persons Deprived of Liberty and Adolescent Offenders. Despite the Protocol's
importance in Ecuador, it is not fully understood, nor does its application meet the country's needs. Furthermore, it demonstrates that this
international agreement seeks to prevent, investigate, and punish violence against women and domestic violence. The report highlights how Ecuador
has implemented this protocol to strengthen victim protection, improve judicial procedures, and promote social awareness on these issues. It also
analyzes the impact of these measures on the protection of women's rights and the fight against gender-based violence in the country.
